The Department of Community Planning and Development is responsible for overseeing all physical development in Westminster. The department is divided into 4 functional areas: planning, zoning, community development, and economic development. Work is coordinated between these various functions so local citizens, government agencies, contractors, and others receive professional service delivered in a fair, consistent and efficient manner.

The Maryland Department of Commerce is the state's primary economic development agency that stimulates private investment and creates jobs by attracting new businesses, encouraging the expansion and retention of existing companies, and providing workforce training and financial assistance to Maryland companies. It also promotes Maryland’s commercial advantages and quality of life to spur economic development, international investment, trade and tourism.

The Maryland Economic Development Association (MEDA) enhances the knowledge and skills of its members, encourages partnerships and networking among people committed to bringing jobs and capital to Maryland, and promotes economic development as an investment in Maryland. MEDA is a nonprofit organization of economic development professionals.

TEDCO provides funding, resources and connections that early-stage technology and life sciences companies need to thrive in Maryland. It identifies, invests in, and helps grow technology companies in Maryland.
